Overview

Jhpiego is a non-profit organization, operating in Lesotho since 2012 through supporting the government of Lesotho in delivering health services to the Basotho people. Jhpiego’s portfolio currently includes RISE HIV (VMMC and PrEP), Thebe (TB Contact Tracing and COVID Response), RISE (COVID Case Management and Vaccine Support), MOSAIC (Dapivirine Ring Introduction), CUT-TB (RCT) and various other small studies. The Jhpiego Lesotho’s RISE project is seeking a short-term qualified VMMC technical expert to support the national program update the national VMMC training curriculum and develop a nation adverse event action guide.

 

Background to the assignment:

Since program inception in 2012, the training of health care workers to provide Voluntary Medical Male Circumcision (VMMC) in Lesotho has been modelled to the WHO/Jhpiego clinical manual for male circumcision under local anaesthesia and HIV prevention services for adolescent boys and men (2009). The Lesotho MOH, through Jhpiego support, aims to review and update the national training curriculum for VMMC providers. The revision is in line with the April 2018 WHO Manual for male circumcision under local anaesthesia and HIV prevention services for adolescent boys and men and to review and contextualize the 2nd edition WHO Adverse Events Action Guide for Lesotho. The training material development specialist will support the ministry of health develop and disseminate a new VMMC training curriculum aligned to the latest normative and national guidance for the implementation of VMMC in Lesotho.

Location:                     Dar es Salaam (supporting Jhpiego Lesotho)

 

Contract Period:        This work is for duration 30 to 45 calendar days

 

This position will be closed on August 26. 2024

 

Responsibilities

  • Review the current materials used for the training of health care workers to perform VMMC
  • Conduct a desk review of reports on the progress of VMMC implementation in Lesotho and the national health sector HIV strategic plan (2023-2028) to ensure that the updated materials for the training of health care workers incorporate the national priorities for ending HIV as a public health threat.
  • Update the VMMC training materials to include a National VMMC Training manual adapted to the WHO 2018 manual for male circumcision under local anesthesia and HIV prevention services for adolescent boys and men,
  • Develop a handbook for VMMC trainers
  • Develop a workbook for VMMC training participants (Circumcisers, circumcision assistants, infection prevention officers, counsellors and mobilizers)
  • Review and contextualize the 2nd edition WHO Adverse Events Action Guide for Lesotho
  • In collaboration with relevant officers and MOH facilitate meetings of the national HIV TWG to ensure that the final curriculum aligns with the Lesotho health priorities as stated in HIV/TB strategic plan (2023-2028)
  • Incorporate feedback from local and external experts on the updated manuals
  • Present the modified documents to the national HIV TWG and incorporate its comments.
  • Conduct basic editing and formatting of the resultant versions of the document

 

Required Qualifications

  • Master’s degree in medical, public health or Social Sciences
  • 8-9 years of relevant work experience, with 5+ years of mid- to senior-level experience in technical leadership, design and management health programs, including at least 2 years of experience specific VMMC coordination at the national level
  • Demonstrated skills including verbal and written communication, strategic thinking, -building and capacity development
  • Knowledge of Lesotho Ministry of Health and PEPFAR programs, regulations, compliance, and reporting.
  • Adequate understanding of VMMC programmatic and operational best practices and development of training manuals and strategic documents
  • Ability to work in a complex environment, responsible for multiple tasks and produce high quality results in a short time
  • Ability to travel with the Eastern and Southern Africa region to complete some tasks of the role
