Organizational Setting
FAO is implementing the project “Greening the humanitarian response in displacement settings: Sustainable Forest Management and Ecosystem Restoration for Enhanced Energy Access and Livelihood Resilience” to assess and develop environmental-friendly humanitarian responses to address environmental impact, energy needs and climate-related risks. The project aims to design and pilot short and long-term plans for the sustainable management of forest resources in landscapes hosting displaced populations and promote livelihoods opportunities through sustainable forest-based value chains, forest management skills and knowledge sharing.
This project activities in the United Republic of Tanzania are being implemented in the refugee hosting areas of the Nyarugusu and Nduta camps in Kasulu and Kibondo District respectively. A series of detailed assessments have been conducted to develop a forest landscape management plan for both Nyarugusu and Nduta refugee camps and surrounding forests and woodlands. More specifically, baseline assessments and cost-benefit analysis of identified forestry interventions are being carried out to understand the environmental impact, the dynamics of woody biomass supply and demand in the target areas. The forest landscape management plans aim to provide site-specific technical guidance to address overexploitation of forest resources. They aim to enhance the sustainable supply of wood for energy and other forest products and services while also focusing on restoring degraded forests. Each plan considers the existing land tenure regimes in place, site suitability, and the selection of appropriate tree species for different purposes and ecological conditions.
Reporting Lines
Under the general supervision of FAO Representative of the United Republic of Tanzania, and the direct supervision of the FAO Natural Resource Officer and in close collaboration with the Project LTO, the National Coordinator will undertake the following duties and responsibilities:
Technical Focus
The incumbent will run an assessment as well as developing the Forest Landscape Management Plan within a project site; the objective being to strengthen environmental protection and promote sustainable use of natural resources within displacement settings as well as to support the mainstreaming of innovative standard procedures for greener humanitarian response.
Tasks and responsibilities
Specifically, the National Coordinator will undertake the following main activities:
• Provide technical leadership in implementing the FAO project “Greening the Humanitarian Response in Displacement Settings” in the United Republic of Tanzania.
• Lead the development and implementation of strategies to strengthen collaboration with the MoNRT, MoHA, UNHCR, UNEP and other partners for implementing pilot activities under the developed Forest Landscape Management Plans for the Nduta and Nyarugusu refugee hosting areas.
• Demarcate planting plots allocated for establishing demo energy woodlots, agroforestry plots, and areas for natural/assisted regeneration, in close collaboration with local authorities and UNHCR.
• Assess existing tree nurseries (number, quality and species of seedlings) in Nduta and Nyarugusu refugee hosting areas.
• Check the quality of seedlings sourced from the selected existing nurseries for the plantation and upon arrival to the plantation sites.
• Supervise site preparation, transport seedlings to planting sites, outplanting, along with planting equipment and material adopted by the implementing partners contracted by FAO for the establishment of demo energy woodlots and agroforestry demo plots in Nduta and Nyarugusu.
• Conduct surveys growth and survival of planted trees after three months from outplanting and reorganize replanting of failed seedlings if required.
• Prepare technical specification for the inputs to be purchased under the project in consultation with regional and district technical officers.
• Organize, in close collaboration with UNHCR and other partners, the distribution of improved cookstoves in the Nduta and Nyarugusu refugee camps.
• Organize information and knowledge sharing workshops with relevant humanitarian and development stakeholders at the national level in collecting, monitoring and reporting data on energy access, associated challenges and carbon emission reduction potential and on how to use those data to develop appropriate future interventions.
• Conduct training sessions targeting local authorities, Environment IPs on implementing the forest landscape management plans in Nduda and Nyarugusu refugee hosting areas.
• Perform other related duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced University degree in Natural Resources Management, Forestry, Environmental Studies, Agriculture, or a closely related field.
• At least 5 years of experience working in the Forestry sector, or a closely related field with excellent understanding of the United Republic of Tanzania Forestry sector.
• Working knowledge of English and Kiswahili

• Working knowledge of policy and legal aspects affecting the sustainable forest management.
• Proven training in Forest Management Plan development.
