The vision of AHF is to achieve global control of HIV/AIDS through implementing quality programs. One of the indicators of a quality program is efficiency. Tanzania program is a new program, and therefore the position of Finance Officer will be critical in ensuring effective implementation of AHF global finance policies and procedures, logistical planning, ensuring value for money in procurement and providing program inputs in a timely manner. This consequently enables timely execution of program plans and targets without which the program will not have smooth operations.Responsible for day to day finance and accounting function of AHF-Tanzania. This function will be executed by ensuring proper documentation, timely preparation of payment vouchers, timely dispatch of cheques/EFT confirmation to staff/vendors, timely submission of accurate accountabilities, management of fuel, and adherence to AHF policies and procedures. The position will also involve working closely with the accounting firm to make sure that partner advances, staff, and travel advances are tracked and liquidated on time for month end reports. This position will report directly to the Country Program Manager and will have a dotted line to the Associate Director – Finance – Africa Bureau.

Essential Duties and Responsibilities

Financial Management.

  • Ensures the implementation and adherence to AHF global finance policies and procedures. Participates in the review of policies and procedures as the need arises.
  • Receive and review all financial documents.
  • Prepare requisition forms, payment vouchers, and all supporting documents.
  • Ensure that all vouchers are approved by the respective authorities
  • Receive/Record all accountabilities and cash refunds received from staff/partners. Deposit all cash refunds in AHF bank account.
  • Reviews monthly partner’s expense reports in line with budgets and supports financial discipline in the utilization of funds.
  • Timely submission of accountabilities as per the AHF policy & procedures
  • Maintain a proper filing system for all financial documents.
  • Record/enter all disbursements and receipts transactions in the accounting records
  • Dispatching of cheques and EFT confirmations to respective vendors/recipients.
  • Prepare support documents for periodical reports
  • Prepare and submit cash receipt reports on a weekly basis.
  • Prepare and submit monthly cash call in collaboration with CD.
  • Review and certify LPO’s on the ERP
  • Review month end financial reports.
  • Train staff regularly on the AHF financial policies
  • Ensure adherence to AHF policies/procedures and Donor requirements.
  • Administers petty cash in accordance with AHF policies and procedures and never allows float to fall lower than the approved thresholds
  • Manages office safe and ensures adherence to financial standards by locking in important office documents and petty cash.
  • Be the country’s focal person in communicating the finance global policies and procedures and any circulars from the Africa bureau office and HQ.
  • Participates in annual budget development and management.
  • Provides direction and integrative coordination in the planning, development and implementation of the program /health delivery systems
  • Together with managers, facilitates processes to identify areas of concern and improvement related to finance operations.
  • Participates in the General staff meetings and other various meetings as assigned and takes the lead in relevant meetings e.g. operations meetings
  • Perform other duties and responsibilities when required.
