POSITION OBJECTIVE:

The Country Director ā€“ Tanzania is ultimately responsible for managing all aspects of Water For People work in a country and ensures implementation of theĀ Everyone ForeverĀ approach in the country. The Country Director ensures programming is in line with Water For Peopleā€™s overall strategy and policy objectives, oversees the effective management of Water For People funds and equipment, and ensures the country office has established appropriate systems for financial, program, and human resource management.

The Country Director provides leadership for national advocacy and learning programs and manages a wide range of external relationships at the national and local levels. The Country Director will serve as the primary point of contact in the Tanzania Program for both the global headquarters office located in Denver, and the Africa Regional Office.

Water For People expects its Country Director to adopt a collaborative management style, but to ultimately make necessary decisions which are in the best interests of our mission, our staff, and our partners.

ESSENTIAL JOB FUNCTIONS & DUTIES: Ā 

StrategyĀ 

  • Lead the development, implementation and monitoring of the Water For People country strategy.
  • Develop and implement annual multi operational plans and budgets to carry forward country operations in line with the global direction of Water For People.
  • Drive the implementation of new organizational initiatives in Tanzania, in all spheres of program or management
  • Actively participate in relevant national initiatives, policy deliberations, and programs, providing leadership and support as necessary.

External Relationship Management

  • Represent Water For People in Tanzania and host official visitors to the Water For People program.
  • Strengthen relationships with partner organizations, NGOs, government agencies, donors, bilateral and multilateral agencies in Tanzania.
  • Identify and develop in-country funding opportunities for further program work, including leveraging funds from central, state and decentralized budgets, and ā€œdonorsā€ based in Tanzania.
  • Produce reports to the Government of Tanzania as required.

Influence and Advocacy

  • Collaborate with Government and other non-state actors in reviewing WASH sector policies, guidelines and strategies.
  • Collaborate with Government and other non-state actors in strengthening WASH systems at National, sub national and local level.

Internal ManagementĀ 

  • Manage the Water For People Tanzania technical and administrative managers and any key specialist positions and provide performance management documentation for the Regional Office and HQ.
  • Implement the country’s standard working procedures in line with Water For People’s overall policies where appropriate.
  • Implement Water For Peopleā€™s financial controls and verify that all in-country staff follow the requirements of those controls.
  • Collaborate with the Africa Regional team and HQ on implementing organizational-wide initiatives inclusive of global policies to help build a global culture.

Learning and Reporting

  • Develop the capacity of Water For People and partners staff to document their experience for learning and advocacy purposes.
  • In co-operation with partners, develop projects that contribute to Water For People’s learning and advocacy agendas.
  • Coordinate and manage the preparation and submission to HQ, donors and the Government of Tanzania, quarterly and other (as needed) reports and accounts.

Governance, Accountability and Compliance

  • Ensure compliance with applicable in-country rules and regulations related to in-country staff and property (e.g.taxes, insurance, etc.), with documentation being provided to HQ.
  • Ensure the Board of Directors as a governance structure for the CP is functional and receives reports as required by the law of Tanzania.
  • Ensure individual programs and projects are kept within budget and that program expenditure remains within the annual budget allocation.
  • Undertake quarterly financial reviews with all budget-holders in the country to monitor expenditure against budget, provide financial information to in-country staff and partners on project implementation, and ensure that overall project expenditure is on track.
  • Produce reports to the Tanzanian Government as required.

EXPERIENCE, KNOWLEDGE & SKILLS REQUIRED:

  • Bachelor’s degree or professional qualification in a relevant subject (for example, engineering, development studies, community health, business, economics).
  • Masterā€™s degree or professional qualification in a relevant subject preferred.
  • At least five (5) yearsā€™ experience heading a country program, desirable.
  • Minimum of ten (10) years senior program management experience, including financial management and budgetary control, and direct line management of staff preferably in water and sanitation.
  • Significant experience in business related to WASH and climate change programming.
  • Significant experience in resource mobilization and managing multilateral projects.
  • Proven leadership and strategic management skills.
  • Experience working with national and district local governments in Tanzania.
  • Significant experience in managing teams and community-based water and supply projects.
  • A clear understanding of the WASH sector in Tanzania.
  • Strong analytical and finance skills.
  • Good computer skills

PHYSICAL REQUIREMENTS/WORKING CONDITIONS:

  • Position is based at Water For Peopleā€™s Tanzania office located in Dodoma.
  • Candidates must be a citizen or legally authorized to work in Tanzania.
  • This position requires regular travel to program sites in Tanzania and ability to travel at least 15% of the time domestically and internationally, including places where travel might be rugged.
  • Ability to work outside typical office hours at times to collaborate across multiple time zones.

Salary Range:

Anticipated salary range: TZS 135,000,000 ā€“ $165,000,000.Ā The actual salary will be determined based on experience and other job-related factors.Ā
