Job Description
The School Leadership and Management  Advisor will play a critical role in strengthening the school leadership and management system to enhance the competencies of school leaders. The successful candidate will support Technical Assistance (TA) to the Agency for Development of Education Management (ADEM) in implementing programme activities. As a School Leadership and Management Specialist, the candidate will leverage his/her expertise to drive programme outcomes by ensuring effective school leadership and management practices that enhance all children’s education quality. The SL&M Advisor will be responsible for providing TA support to ADEM in implementing programme activities, which include:
  • Developing and delivering training programs for school leaders on effective leadership and management practices
  • Collaborating with school leaders to develop and implement school improvement plans.
  • Conducting assessments and evaluations of school leadership practices and providing recommendations for improvement
  • Providing coaching and mentoring to school leaders to enhance their leadership skills.
  • Staying current on trends and research in school leadership and management to inform practice.
  • Providing instructional leadership guidance to enhance teaching and learning practices.
  • Fostering inclusive leadership practices to promote diversity and equity in educational settings.
  • Utilizing project management skills to plan, execute, and monitor initiatives related to school leadership and management.
  • Delivering compelling presentations to stakeholders on best practices in school leadership and management
Candidate Specification
Skills and Knowledge
  • In-depth knowledge of effective leadership and management practices in educational settings
  • Ability to conduct assessments and evaluations of school leadership practices.
  • Proficiency in project management skills
  • Understanding of instructional leadership guidance
  • Ability to prioritise and work under pressure.
  • Ability to work in a collaborative team setting.
  • Proficient in using MS packages, particularly Word, Excel and PowerPoint
  • Strong organisational skills, reliability, and adherence to ethical standards
  • Excellent verbal and written communication skills
  • Fluency in written and spoken English, Kiswahili preferred.
Experience
  • Minimum of five years of experience in school leadership and management
  • Deep understanding of effective leadership practices
  • Proven track record of success in School Leadership and Management
  • Ability to work independently and as part of a team.
Qualification
  • A master’s degree in education or a related field
  • Experience in designing and delivering professional development for school leaders.
  • Familiarity with data-driven decision-making processes
  • Experience in working in diverse cultural settings.

Project Description
The UK aid funded Shule Bora programme aims to improve the quality of pre-primary and primary schools in Tanzania. There are four main outcomes: improving learning outcomes for all children, improving transition rates to secondary schools for girls, ensuring children are safe in and around schools, and helping children with disabilities access quality education.
The programme is:
  1. Working with Ministry of Education, Science and Technology (MOEST) and the President’s Office Regional Administration and Local Government (PO-RALG) to test, adapt and implement at scale quality, gender-transformative, disability-inclusive and safe to learn education approaches in 9 regions, generating learning and evidence on how to achieve these outcomes affordably and at scale.
  2. Support GoT with the timely and effective implementation of the PforR mechanism through technical assistance and capacity building, with a strong focus on data verification, financial management and risk management. Support lesson learning processes from PforR so that these can be embedded into government processes and shared with development partners and other key stakeholders. Ensure that lessons and best practice from (1) are used to inform PfR mechanism.
  3. Manage and coordinate programme activities, with a strong focus on (i) ensuring a high quality programme, financial and risk management oversight, (ii) working with an independent Learning and Evidence (L&E) provider on establishing regular, rigorous and community-driven monitoring and evaluation activities, and (iii) developing and implementing a strategy for effective communication of Shule Bora objectives, results, and lessons learned to a range of target audiences.
